More than half of the verdicts in cases of fraudulent call centers in Ukraine were handed down in the Dnipropetrovsk region — Experts Club

The courts of the Dnipropetrovsk region accounted for 10 out of 18, or about 56%, of the verdicts handed down in Ukraine since the beginning of 2022 in cases related to fraudulent call centers, according to the Experts Club analysis based on the data published on September 9 Opendatabot.
The courts of Kharkiv, Odesa, and Zakarpattia regions issued two more verdicts each. Kyiv and Kyiv Oblast have one decision each.
The regional structure looks as follows: Dnipropetrovsk Oblast — 10 sentences, Kharkiv Oblast — two, Odesa — two, Zakarpattia — two, Kyiv — one, and Kyiv Oblast — one.
The Experts Club draws attention to the fact that such a high share of Dnipropetrovsk Oblast does not automatically mean that it accounts for 56% of all fraudulent call centers in Ukraine. The statistics reflect the place of consideration of the identified court cases and depend on the territorial jurisdiction, the work of investigative bodies and the method of searching for decisions in the court register.
However, Dnipro has repeatedly appeared in large-scale investigations of similar schemes. Thus, on February 23, 2026, the National Police announced the liquidation of a network of fraudulent call centers in the city, which, according to the investigation, had been operating since November 2023 and was aimed at EU citizens. At that time, 11 people were detained, and the law enforcement officers announced the seizure of almost UAH 21 million, which they linked to criminal activity.
In addition, in August, the police announced the completion of a joint investigation with the Czech law enforcement officers regarding another network of call centers, which was managed by a resident of Dnipro and which, according to the investigation, caused damages to the victims of approximately UAH 12 million. The indictment in this case was sent to court.
A total of 27 defendants appear in 18 court verdicts found by Opendatabot. Actual prison terms were imposed in only two cases.
The Experts Club believes that in order to assess the real geography of fraudulent call centers, it is necessary to compare several indicators at once - the number of investigations, the number of detected offices, the indictments submitted to the court and the final sentences. The court register alone shows primarily the final stage of the criminal process.
