Since the beginning of 2026, the NBU has fined non-bank financial institutions more than UAH 374 million

From the beginning of 2026 to August 22, the National Bank of Ukraine applied fines to dozens of participants of the non-banking financial market for a total amount of about UAH 374.1 million, and as a measure of influence it forcibly revoked the licenses of at least 20 financial companies, insurers and pawnbrokers, according to published decisions of the regulator.

This calculation does not include banks and credit unions, as well as companies whose licenses were revoked for by their own statements within the framework of voluntary exit from the market.

If we take into account the number of institutions that received fines in each month, the NBU fined three non-banking institutions in January, four in February, 16 in March, four in April, 14 in May, one in June, and nine in July. In August, by the 22nd, fines were received by three more financial companies - "Atlana", "Finstyle" and "Groway". Thus, we are talking about 54 cases of fining of non-banking institutions, but the number of unique companies is smaller, as some market participants received sanctions repeatedly.

A separate direction of NBU supervision is forced recall licenses In contrast to the voluntary relinquishment of a license, in the following cases the regulator used revocation precisely as a measure of influence.

In January, FC Takelau and Vash Lombard lost their licenses. At Takelau, the reason was recognized as an impeccable business reputation, and at the pawnshop, it was the failure to comply with the NBU's decision to eliminate violations.

In March, the regulator forcibly revoked the licenses of FC Asap and FC Liberty Finance. In the first case, the NBU established the absence of the company at its registered location during an unscheduled inspection, in the second, the decision was related to an impeccable business reputation.

In April, Credit Partners lost its license as a measure of influence - the company did not provide the regulator with the requested information, explanations and documents within the prescribed period. In the same month, the NBU revoked the banking license separately from the non-banking market and decided to liquidate Motor Bank.

In May, the NBU forcibly removed three financial companies from the market at once: "East Finance", FC "Svarog Finance" and "City Finance Alliance". The reasons were, accordingly, the refusal to actually ensure the inspection, repeated violation of equity requirements, and the impossibility of conducting an inspection due to the absence of an authorized representative of the company.

In June, licenses were lost to Lombard Platinum Treasure, Melnychuk and Company, FC Solid Group, and Gold Split. The most active month was July. The NBU forcibly revoked the licenses of Royal Finance 1 FC, Saint Pro, Aton-XXI Leasing Company, Alcor Capital FC, Prosto Leasing, Online Finance FC, as well as Asko DS and Peremoga insurers.

In August, Groveway FC was added to this list. On August 17, the NBU revoked her license for failure to comply with the regulator's requirement to eliminate a violation related to failure to submit an assurance report on annual reporting data for 2025 on time. At the same time, the company received a fine of UAH 216.18 thousand.

Thus, according to Open4Business, from January to August 22, the NBU forcibly revoked the licenses of at least 20 financial companies, insurers and pawnbrokers. This indicator does not include credit unions and Motor Bank, as well as numerous cases of voluntary refusal of licenses by market participants.

At the same time, the new Money24/7 case is not included in these statistics: the NBU did not revoke the financial license of the services and did not notify about the fine, but prohibited the provision of services that, according to the regulator, were provided without the necessary license or authorization.

The main reasons for NBU sanctions in 2026 are violations of financial monitoring, reporting and internal control requirements, non-transparency of the ownership structure, non-compliance with prudential standards, refusal or actual impossibility of inspection inspections, as well as violations of the rules of work on the currency and payment markets.
