The closure of data on the debts of the FOP made it difficult to check counterparties - Opendatabot

As reported by Open4business, restricting access to information about the tax debt of specific natural persons-entrepreneurs deprives Ukrainian business of one of the tools for checking potential counterparties, according to the CEO of Opendatabot, Oleksiy Ivankin.

According to the service, as of July 2026, tax debts are about 1.5 million FOP, and the total amount of debt reaches UAH 16.6 billion.

At the same time, since the beginning of the full-scale war, the State the tax service does not publish an open list of specific entrepreneurs-debtors, despite the fact that data from the Unified State Register and general tax debt statistics remain open.

"It is difficult to explain such a restriction with security considerations: information on the tax debt of a private enterprise does not contain defensive or strategic information," Ivankin said.

In his opinion, the openness of information has direct economic significance.

"When information about the debt is public, the entrepreneur has an additional incentive to repay it, as it affects the reputation and choice of partners. Since the beginning of the war, the business has lost one of the tools for checking counterparties and cannot see whether a potential partner pays taxes," said CEO Opendatabot.

The number of entrepreneurs with tax debt since the beginning of the full-scale invasion has increased approximately 2.3 times - by 840 thousand people, and the amount of debt has increased by UAH 9.6 billion.
