The positive attitude of Ukrainians towards Germany decreased to 69.9% - study

Germany remains one of the countries with a high level of positive perception among Ukrainians, however, in August 2026, this indicator significantly decreased compared to the previous wave of the survey. 69.9% of respondents have a positive attitude towards Germany, 5.5% have a negative attitude, according to the results of the Active Group and Experts Club research, reports the information and analytical center Experts Club.

According to the results of the August poll, 26.8% of Ukrainians evaluate Germany completely positively, mostly positive — 43.1%. 23.5% of respondents take a neutral position. A mostly negative attitude was expressed by 4.9%, a completely negative attitude by 0.6%, another 1.2% could not decide.

The balance of positive and negative evaluations is plus 64.4 percentage points. This keeps Germany among the countries with a distinctly positive perception, although the figure is lower than in previous waves. In August 2026, Germany was second only to France and the Netherlands in the share of positive attitudes among Western European countries.

In March 2026 77.4% of respondents had a positive attitude towards Germany: 32.9% were completely positive and 44.5% were mostly positive. Negative evaluations were only 3.5%, and 18.4% of respondents chose a neutral answer.

Thus, in five months, the share of positive evaluations decreased by 7.5 percentage points. — from 77.4% to 69.9%, negative ones increased by 2 percentage points. - from 3.5% to 5.5%, and neutral - by approximately 5.1 percentage points. The balance of positive and negative decreased from 73.9 to 64.4 percentage points. At the same time, the positive attitude still outweighs the negative by almost 13 times.

At the same time, Germany remains one of the largest trade partners of Ukraine. In the first half of 2026, Ukrainian exports to Germany were about $1.267 billion, imports were $3.208 billion, and the total turnover was about $4.48 billion. The negative balance for Ukraine was about $1.94 billion. The main Ukrainian supplies were cable products, rapeseed, furniture, soybeans and metal pipes, while cars, medicines, petroleum products and agricultural machinery.

Director of the research company Active Group Oleksandr Pozniy, commenting on the high evaluations of Germany by Ukrainians in the previous wave of the study, linked them to a complex of factors that go beyond direct economic relations.

"Germany is considered as a strategic ally in the political and security dimension. Hundreds of thousands of Ukrainian refugees have found refuge there, and large-scale financial and military aid plays a key role in the stability of our state. The combination of these factors explains why more than three-quarters of Ukrainians have a positive attitude towards Germany, and why this country remains among the undisputed leaders of trust in our society," Pozniy noted.

The new wave shows that the level of positive attitude towards Germany has become lower than in the spring, but there has been no fundamental change in the structure of public evaluations: positive responses continue to predominate, and the main increase has not occurred in the category of negative, but neutral attitude.

The survey was conducted in August 2026 by the method of online self-completion of questionnaires in the SunFlowerSociology panel among 800 citizens of Ukraine aged 18 and older. The sample is representative by age, gender and region, the maximum theoretical error for indicators at the level of 50% is ±3.5 percentage points.
