At the bottom of the rating, together with Ukraine, are Israel, the Democratic Republic of the Congo, Sudan and Russia. The last, 163rd place, was taken by the Russian Federation. The low position of Ukraine in the index is primarily related to the ongoing full-scale war, high level of military risks, destruction of infrastructure, forced displacement of the population and increased load on the security system.
The Global Peace Index (Global Peace Index) evaluates the level of peace and security of countries according to 23 quantitative and qualitative indicators. They are grouped into three key blocks: the level of public security, the scale of internal and international conflicts, and the degree of militarization.
In 2026, Iceland again became the safest and most peaceful country in the world. The top ten also included New Zealand, Switzerland, Slovenia, Ireland, Austria, Portugal, Singapore, Finland and Japan.
According to the authors of the Global Peace Index, the global level of peace continued to decline. In 2026, 99 countries recorded a deterioration in performance, and the number of states involved in external conflicts almost doubled compared to 2008. The economic effect of violence in the world in 2025 is estimated at $21.81 trillion, or 10.5% of world GDP.
"Ukraine's position in the Global Peacefulness Index reflects not the quality of society or the potential of the state, but the extreme conditions in which the country survives. For investors and international partners, this index is an indicator of the country's risk, but in the Ukrainian case it should be considered together with another factor - the stability of the economy, business and institutions in the conditions of war", - noted the founder of the Experts Club information and analytical center Maksym Urakin.
