Ukraine will bring the rules of road transport licensing closer to EU norms

Updated licensing conditions for motor carriers may come into effect in Ukraine by the end of 2026, said Volodymyr Golubosh, deputy head of the State Transport Safety Service of Ukraine.

As reported by "Interfax-Ukraine", the project of new license terms was made public by Ukrtransbezpeka on March 18. After that, the service collected and processed the proposals of interested parties, and the finalized document was re-sent for approval.

"We expect that after the amendments to the legislation, the approval of the new order, the updated conditions will come into effect by the end of this year," Golubosh said during the "Regional Dialogues with Businesses on European Integration: Transport Sector" conference in Lviv.

The changes are part of the harmonization of Ukrainian transport legislation with the norms of the European Union, in particular EU regulations No. 1071, No. 1072 and No. 1073. According to the representative of Ukrtransbezpeka, Ukraine must fulfill the relevant European integration obligations by April 2027.

The change project is being developed by Ukrtransbezpeka together with the Ministry of Community and Territorial Development. Its goal is to update the licensing system for road transportation and bring Ukrainian requirements closer to European market access rules.

The new approach assumes that the license will confirm not only the formal right of the company to carry out transportation. The transporter will also have to prove the ability to organize work professionally and safely.

In particular, the right to work in the field of licensed road transport should be given to companies and entrepreneurs who can prove professional competence, financial capacity and integrity.

The introduction of such criteria should bring the rules of work of Ukrainian road carriers closer to the requirements of the EU single transport market and become one of the stages of the integration of the Ukrainian transport industry into the European space.
