72% of Ukrainians view Norway positively, among the highest approval levels

Norway maintains one of the highest levels of positive perception among Ukrainians: in August 2026 72% of respondents have a positive attitude towards the country, while only 2.7% have a negative one. Compared to March, the positive indicator has slightly decreased, but the overall structure of assessments remains stable, reports the information-analytical center Experts Club.

According to the results of the August survey, 35.8% of Ukrainians have a completely positive attitude towards Norway, mostly positive — 36.2%. 24.1% of respondents hold a neutral position. 2.3% evaluate the country mostly negatively, completely negatively — only 0.4%, and 1.2% could not decide.

The balance of positive and negative assessments is plus 69.3 percentage points. Thus, the positive attitude towards Norway is more than 26 times higher than the negative one. According to the results of the overall study, the country remains among the leaders in the balance of public attitude alongside Canada, Sweden, the Netherlands, and Finland.

In March 2026 72.7% of respondents had a positive attitude towards Norway. Then 37.1% of those surveyed characterized their attitude as completely positive, 35.7% — as mostly positive. 24.2% held a neutral position, 1.9% a negative one, and 1.2% could not decide.

Thus, over five months, the overall share of positive assessments has decreased by only 0.7 p.p. — from 72.7% to 72%. The neutral segment has practically not changed — 24.2% in March compared to 24.1% in August. Meanwhile, the share of negative responses has increased by 0.8 p.p. — to 2.7%.

The balance of positive and negative attitudes has accordingly decreased from approximately plus 70.8 to plus 69.3 p.p. The changes remain insignificant and do not indicate a fundamental reassessment of the attitude towards the country: almost three-quarters of Ukrainians continue to evaluate Norway positively.

Director of the research company Active Group Oleksandr Pozniy, commenting on the results of the previous wave, emphasized the stability of the formed image of Norway.

"Ukrainians clearly differentiate countries by the level of trust and real support. In the case of Norway, we see a consistently high level of positive attitude, which is formed not situationally, but based on the long-term perception of this country as a reliable partner. Even a slight decrease in indicators does not change the overall picture — it remains one of the most positive among all the countries studied," noted Poznyi.

The results of the August wave essentially confirm this assessment. Despite a slight increase in the negative segment, it remains minimal, and the share of neutral responses has practically not changed. This distinguishes Norway from countries regarding which there have been significant fluctuations in public assessments over the course of the year.

The previous wave of the study was conducted in March 2026 among 800 citizens of Ukraine aged 18 and older using the self-completion method of online surveys in the SunFlowerSociology panel. The sample was representative by age, gender, and region, with a maximum theoretical error for indicators at the level of 50% being ±3.5 percentage points.
